The video is definitely decensored, however it's not uncensored. The major difference being that an uncensored video is just as the film intended and has no censoring whatsoever. Decensored is the process of attempting to restore the original quality of the video by digitally removing the censorship from the video. Unfortunately it's not a perfect process, but much better than the fully censored counterpart.
This video isn't "decensored", it's actually censored. Whomever uploaded the video shouldn't use words that he doesn't know the meaning of.
